All the manufacturers are pretty equal. There's differences in binning procedures and occasionally there's compatibility issues thanks to the memory stick PCB design, but they all use the same memory ICs from Samsung, SK Hynix, Micron, and a lesser extend Nanya and PSC, and since they have the same silicon they've got the same reliability.

They're fine. Not any better or worse in the low bins like 3200 CL16. 

 

Manufacturer doesn't really start to matter until you're overclocking or planning on buying the really high speed kits.

im getting 3600 idk the cas latency from them are they good manufacturers for 3600 speed ram?

Unless you're trying to go for a 3600 CL14 kit I'd be fine with them. If you're going for one of those really low latency kits, they're still OK, but kits from TeamGroup and G.Skill are higher binned in that speed and usually the same price so I'd prefer one of those. 

 

To be clear, that's not saying that TeamGroup or G.Skill memory is better, it's saying that they have a different binning procedure so it would end up overclocking better if you ever wanted to. If you're going for something like 3600 CL18 they're all about equal.

I mean, you should care about CL since that actually somewhat affects performance. You want to go for whichever has the lowest latency of all of them. If that's a G.Skill kit, go for that, if that's an Adata kit go for that, if it's a Corsair kit get that, etc.

It depends on the game, but it can by a fair bit.
