Yes. The pwm signal modulates the incoming 12v to change fan speed which may be causing the 100% rpm. Variable voltage lowers rpm by lowering voltage. 

whats wrong with my brothers Deepcool L240 v2 RGB AIO; so my brothers rig (i7-12700 32gb b660 rtx 3080 psu750) everytime he opens any brower edge/chrome/opera etc doesnt matter fans spin like 100% rpm ro so first few seconds while browser is loading ots like 2-3 seconds but its strange is AIO broken or maybe something is wrong with pc/os itself, cz my kraken has not this kind of problem it chilly af. so anyone with same aio or maybe has experienced same any suggestion? don't wanna swap aio only cz of that it looks decent and temps are great but the fans...

Could be a bad fan curve that was set in the bios or in software, even more so if you say temps are good.

but it is controlled by ARMOURY CRATE, fans should spin at higher rpm at 50c+ but temps are chilly at 25-27 at max idle and at browser usage its going 30-35 max so dunno why it spins for 2-3 seconds at max rpm when temps are low, and only when browser opens up, not even render force fans to max spin that fast it takes a time for a lil.

Can you confirm which fans are ramping up and which temp sensor those fans are tied to?

its for sure aio fans(visualy checked and via aida64) case/gpu fans remain same rpm. duno about which sensors they are tied up its rgb controler hub that goes to CHA fan1 and RGB header 12v

You can look at the fan settings in the bios for cha_fan1. They're probably linked to internal case temps. 

If possible, plug them into cpu_fan or cpu_opt instead to have them follow cpu temps.

edit(correction) just checked mb and aio comes with 2 cables 1 for pump 2nd for radiator fans so i asume they are connected correctly to mb CPU_FAN and CPU_OPT.

You can similar check the fan curve for those headers as well. Have you looked at max temps instead of average in aida64?

yes at idle 27c, when starting opera GX(hardware acceleration tried on/off same) 30c-31c, same comes with chrome/edge/Thor +- 1c difference 31c-32c, fans start spinning max rpm like few seconds when browser starting 2-3 seconds and go normal speed after. reinstalled windows nothing has changed. my friend has almost same AIO L240 but V1 version he has same "issue" (can't really say its issue thermals are good, only sound disturbing and that max rpm thing for few seconds)

Is the fan running when at idle? It may be going max rpm only when starting up.

they are always working, at idle (500-600), when gaming and temp hit like 40-50c at max (never seen higher temps while gaming at cyberpunk, monitoring with Msi afterburner) they go up to 1500rpm, their max are 1800+-10% rpm, 1600rpm for 2-3 second when starting up the browser lol

temps are 60-70 when rendering on Maya 2023 Vray and Blender but even there RPM never goes(1500-1600) up to max rpm which is 1800+

Try entering the bios settings and changing the fan header from auto / pwm to dc / voltage control and see if that fixes the issue.
