Opinion on a GPU

Is the MSI Venturus 2x 3060 a good graphics card? I'm thinking of pairing it with an i5-12400 f for mid to high range gaming with a little bit of modding in here and there.

sure, for the right price(what is the price?), and if it suits your needs. what resolution, and what refresh rate? what kind of games? it will be just fine with a 12400f.

I'll probably be playing on 1920 x 1080, and the most intensive games I'll play are BeamNG and Elite dangerous.

3060 cards are fine but badly priced. 

 

The 3060ti is massively better for just a bit more as is the 6700xt. 

 

good card, terrible value.

The AMD 6600 xt, 6700 xt, 6750 xt etc etc are also worth considering in that price bracket. They'll provide similar or better performance at similar or better pricing
