for example, how would you update the Asus TUF GAMING B660M-PLUS WIFI D4?

I'm sure you could find out by going to Asus's page for that board and downloading the manual.

what about the Z690, B660, H670, and H610?

If they're older boards then I doubt it, but ones post launch of raptor lake would most likely be 13th gen ready. Mentioned previously though, bios updates aren't particularly difficult so i wouldn't reccommend buying a board solely if its 13th gen ready or not.

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

Probably some of the new z790 boards will support 13th gen out of box, but it's not to hard to update bios so it's not strictly needed to have support out of box

Is the 700 series chipset not the one to match 13th gen 🤨

As far as I'm aware 600 series boards will support 13th gen with a bios update, but you'd have to check your mobo manufacturer to be 100% on it.

If your board has q-flash (or similar) you're all set, if not you'll nerd a cpu installed to update the BIOS.

Someone told Luke and Linus at CES 2017 to "Unban the legend known as Jerakl" and that's about all I've got going for me. (It didn't work)
