There may be a program you can find that allows it. But in default Windows? No, you can't pin a folder to the task bar. I would do what @NF-A12x25suggested with the folder on the desktop.

How to:

1. Create a folder on your desktop.

2. Create shortcuts to the folder with all the applications you want. A simple drag and drop works easiest.

3. Drag the folder icon to your taskbar.

WARNING!!! This will replace the File Folder shortcut icon.

You'll still be able to use the Windows Start icon however.

4. Right click on the Desktop folder icon/Properties

5. On the default screen, which should be General. Click Hidden

6. Then click Apply

 

You'll still have access to your directories, but you do lose the Quick Access shortcut icons.
