will putting a small 40mm fan next to my gpu blowing out, help with the performance

At under 5cfm airflow, unless you put a couple in it's not gonna make a difference. 

I put an 80mm high rpm fan into my case with a 480 Blower, and it brought down temps maybe 3-4C, was really not worth the noise and that was moving tens of cfm.

So guys, what if I put a 40 mm fan right there next to my GPU blowing out
will it help at all with my GPU temps?, will it get the hot air that's stuck there out?
these are the specs of the 40mm fan

40 x 40 x 10 mm.

4500 rpm
8,26 m3/h air flow
14,9 dB(A)
is it worth it at all or will it just add extra noise?

It will unironically make negative performance, if it could be measured. 
if your gpu has sufficient air circulation, it's bottleneck is it's own fan and cooler. 

the 40mm fans will likely just restrict air circulation or cause weird flow.

if you suspect you have a circulation issue, take the side panel off and see if temps drop by 4-5c at least.
