Aggregation of multiple LB1120

I'm attempting to aggregate 2-3 Netgear LB1120s that use my company's 3g and 4g cellular network. Since we don't use Static IP's I needed to use PPPOE servers to connect individual networks together into one load balanced connection.

 

My issue is I only get 1/10th the speed of the secondary connections, so my primary Netgear is still being used vs load balancing evenly between them.

 

Anyone attempt something similar with better results?
