Not at all.  A CV450 is one of the better budget units available, and for a 1650 and a 2600 it's plenty of power.  A 120GB SSD is OK, as windows 10 is 40GB so you'd still have room for all of your system utilities, game launchers, and a couple games (maybe).  The rest of the games can go on the hard drive, and additional drives can be added for very little.  

 

It looks like samsumng green RAM, so probably 2133 cl15, but it can be OC'd to 2666 or 2800 most of the time, so it's fine for an r5 2600.

 

@Reflex_jigsHow much does this person want for the computer? Try to offer 250 dollarydoos or so if possible.

Budget (including currency): $450-$500 AUD

Country: Australia

Games, programs or workloads that it will be used for: editing videos, playing valorant, random other stuff

Other details: am mainly wondering if it worth the money. sorry for the small amount of photos, these are all the seller supplied. i have many extra mechanical drives i can add as well

No theyre far far better than that

 

Garbage c die does max 3600

D die does 4000+

I think 8gbit e die also exists but idk characteristics

B die is very rare on green pcbs and if you get some theyre likely garbage binned, still pretty decent due to tight subtimings

 

 

Cant really tell what they are from the photo so maybe ask the seller to take a photo of the front of the ram particularly focusing on the black squares aka ics so the text on em is readable

 

Ics range from hot garbage (8gbit mfr, c die with pathetic 3200 and 3600) to pretty insane (8gbit rev e/j with 4600+) and thats just the bare pcbs

The sticker on the back side looks like the crucial one, but I couldn;t find a listing, so it might be a different batch of samsung that i'm not used to seeing.

It's still groupregulated. Any groupregulated PSU in a system with dGPU is a poor solution. Swapping to a better GPU means swapping the PSU to a LLC + DC-DC unit.

That's getting awful nerdy for a tdp like that.  Theoretical BS aside, what are the odds a CV450 would ever have an issue with a 2600 and a 1650?
