LED fans generally do not have LED's that can be turned off.

So .. stupid question .. can i use my mbo to turn off led fans or do i have to buy a separate controller for that ?

You can't turn off the LED's but keep the fan running at the same time, but if you want to turn the whole thing off with your mobo it has to be a PWM fan.

It depends on how led fans are built. The higher quality ones have option to plug leds to different power source which would allow to dim or power them down. But if its like my 200mm one, there's no way to do it other than taking leds off.
