I have a laptop that i wanted to cool down so i took off the bottom panel and now temps are nice but problem is when cpu temperatures drop below 38 degree C fan stops spinning and i have to wait until  cpu temp rise to  65 deg until fan starts spinning again. I cannot find any fan settings in the bios, speedfan program control doesnt work either. What should i do ?

There are a bunch of different fan control things.  As it’s a laptop there just may be no way to control the fans.  You’ve modded your machine and the devs probably never conceived the temp falling that low when the machine was on in the first place (it is extraordinarily low for a laptop) the best I can say is keep trying different apps and see if something works.  It may not though.  If your machine has a dGPU some fan stuff could be controlled that way so the AMD or Nvidia apps could work. It’s an unusual mod on an unnamed laptop so there’s just very little to go on.  There’s also an argument for “just don’t worry about it” 65c is not all that hot for a cpu (though it’s still enough to burn your fingers). Keep in mind that by removing the bottom cover you have made your machine VERY fragile, and there may be electrical connections now exposed that aren’t supposed to be.  You could possibly short something or break something.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

There is literaly no benefit in having your CPU at 40 °C instead 60°C. Enjoy the Silence instead.

I don’t either, necessarily, but the bottom panel is usually both structural and protective. It’s a bit like pulling an I beam out of a building.  It might still stand, but the chances are decent it’s not as strong as it was.  Also there are requirements to cover electrical wiring that may have been done by the case.  With half the case removed that stuff could be exposed.  Best to treat it gently and not stick one’s fingers in the newly opened area.
