Computer wont boot into windows, refresh windows/advanced settings

Anyone know what this could be?

could this be caused by hardware failure?

 

SPECS:

MOBO: ASUS M5A 78-L

CPU: AMD FX 4300

PSU: EVGA 500W

GRAPHICS CARD: R7 270 CLUB 3D

STORAGE: WB BLUE 1TB

CASE: BITFENIX COMRADE

ASUS DISK DRIVE

 

Reinstalling windows 8 ATM

Never mind, just realized that my friend dosnt remember anything I told her...

She didn't plug in the graphics card, she didn't plug in the monitor to the graphics card...
