Glitchy boot screen

i’ve been having this problem for a while now, where everytime i turn on my computer it and boots and shows the logo it shows a glitchy screen instead and it really bothers me, i’ve replaced motherboard and reset windows and gpus and drivers but i keep having the same issue and i also reset the bios as well but i don’t know what to do i don’t know if my mother board just keep getting defective when i put it up or if something else like the ram is defective i really need help on this i just finished building a computer for gaming and i hate to have dropped all this money and all i get is a glitchy boot screen that screws with my start up half the time

Is that pre or post POST?  If it’s pre-0post it’s an “on the motherboard”thing, if it’s post POST ( this is also a post btw for the dad joke hat trick) it’s an “on the hard drive” thing. Could be the motherboard or the video chain which starts at the cpu and ends at the screen. So cpu, motherboard, video card, cable, monitor connector, monitor.

its as soon as i turn on my computer, and i cant even enter my bios without it giving me the worst glitch screen
