Budget (including currency): $1,100 USDA not including gpu (sticking to my rx580 4gb card[listed] that i'm using in current build)

Games, programs or workloads that it will be used for: I like to play mod lists for Skyrim (SE) and Fallout 4 as well as Red Dead Redemption 2  and GTA5 RP. I also like to stream my gameplay to friends. 

Other details I have all basic peripherals (Keyboard, mouse, monitor [1080p 60Hz], usb mic and analog headphones). My current build has a very outdated cpu (AMD FX6300) , 16gb of ddr3 ram and a Radeon RX580 4gb asus gpu. The only parts I will be reusing are peripherals and gpu unless suggested otherwise.

You could save a few bucks by getting a cheaper b550 board and power supply, you can still get a good one from EVGA for about $90 and 650w should be fine for now. That GPU is really going to hold you back though. If I was in your place, I'd get the system you specked out with the changes I suggested, and try to get a 1070 off ebay for around $120. I moved from a RX580 to a 1070 and it was a huge difference.

With some optimizing you can get a significantly better gpu than the one you have now

For $1100 you can do a really nice PC with a new GPU.  If you're still using the rx 580 it's not worth upgrading.  As just a proof of concept, this is a balanced $900 parts list with a RX 6700xt, roughly 4x faster than the RX 580 which would massively impact gaming performance, probably to scale (your games would all run about 4x faster at the same settings and resolution).  It also has RGB, an aftermarket cooler, and onboard wifi.

You could use the extra $200 to get a nice 1440p 165hz gaming monitor so you can actually see the cool stuff going on in the high fidelity 3D environment you computer is generating, as for 1080p60 there's really no point in upgrading:

The 5600 is gonna be incomparably faster than your fx 6300, and more than fast enough for any GPU (the thing that really matters).  I had an fx 8150 a while ago and the ryzen 5 1600 was incomparably faster, hell the ryzen 3 1200 is a lot faster than the fx 9590.  With the fx 6300 -> rysen 5 5600 upgrade you're going from a hyperthreaded 3-core to a hyperthreaded 6-core, with each of those cores being about 3x faster.  The 5600 also should boost up to 4.4 GHz without overclocking (though, the motherboard will let you overclock it higher), and with any aftermarket cooler it should be able to maintain that in game if it needs to, though at 1440p most games aren't gonna need it to go that fast.

Except:

 

- cheep cooler is not a good improvement over the stock one. So either skip or go for a nice one.

- go for 1TB SSD, as they are usually priced better, all your games will fit (RDR2 is the biggest at 150GB, while stock Skyrim is 12GB, don't hoard games). Add more later, when needed, at a good sale.

- keep your old GPU, there might be some price reduction as new GPUs are rumoured to be announced this fall.

 

FYI, While the setup with old GPU will draw way below 400w. Even if you get an overkill 3080 in the end - it will still be covered by 650w PSU as suggested, so no real need for 850w.

Gn did a video on this and while it isn't intel stock cooler, amd is more highly regarded for theirs, so I'm fairly confident it'd be an improvement (seen with temperature comparison)

They're usually priced better because they have less storage? Picked it since op had a 2tb drive so I put one to match

I'd still be reasonably comfortable with buying gpus now, less so cpus if anything, since gpus are only rumored to be in fall, and amd is going to have a release in ~ a month

So yet to be seen if money is wasted or not. Plus it can always be purchased after the fact if needed.

Unless it changed, last time I checked, decent 2TBs had some premium on top in comparison with 2x1TB.

I suspect that OP has 2TB just in case, since it is often the case.

Sure, It’s not like in 2months all card will sudenly fall by 70%, however, since OP is not in a hurry and can be perfectly happy with his old RX for some time - waiting will most likely help than not.

 

RX 580 is already an old card and the resale value won’t drop much.
