hhd 100% active time but 0 response time read/write

Hi guys, i just got a replacement from seagate for the same issue, this disk is only used games, my whole pc is suttering now just by downloading a game, i have formatted is before using , Virtual memory is only set to the SSDs , done chkdsk (time to time theres an error but fix) , 

 

any other tip to fix this or should i just get another replacement

replace the cable and change the sata port.
