Yes

 

PCIe SSDs can operate the same way as other PCIe devices. A PCIe 4.0 device in a PCIe 5.0 slot will operate at PCIe 4.0 speeds. A PCIe 5.0 device in a PCIe 4.0 slot will operate at PCIe 4.0 speeds.
