If you're editing the file: refresh.

If you're editing the DOM (e.g. with JavaScript): immediately.

are you asking if a browser will automatically know that you changed a line on a page it already received from your server? In that case the answer is no. If you mean whether you'll see changes done through the browser's developer tools right away, then yes, you will - though you could have found that out in 20 seconds by just trying.

you probably want to open chrome in developer mode and right click on the refresh to force refresh. chrome often time cache old data to speed things up, this is especially problematic when testing with a live server.

 

Modern day front end web development typically involves webpack and node.js which can quickly spin up a testing web server and launch your webpage in a browser automatically, usually in port 3000 or something. This allows the preconfig file watcher to watch for changes and for webpack to hot reload any changes you made to the file during runtime so you can instantly see the result in the web browser. After you are done, you can have webpack bundle and generate a production grade static file to be use in servers like nginx or apache.  

 

For webpages that are generated by the backend and render server side, you will need to look into whatever framework you are using to see if they have those auto reload features. Some are more of a pain than others. Python flask for example, i remember i had to set dozens of response headers to tell chrome explictly not to cache anything. I cant see any changes i made without force refresh otherwise.
