One of my pc case cables came like this, should I worrry?

Most cables I've seen are shielded using some sort of metal (especially ones with high data transmission capabilities), so that's the first thing you should see. It doesn't seem like even that is exposed though, judging from the picture, so I would not worry and at most wrap some electrical tape around it.

When I bought the case, one of the cables came scratched. Will it cause problems in the future?

No, it’s a scratch. It is thin but noticeable. It was due to the usb c connector, which was curled up touching the rubber
