Having problems with PRIMERGY TX200 S6

Hey guys!

 

Im having problems starting my pc, I bought it yesterday, with this problem, and I'm trying to fix it. It has 2x xeon x5570 in it now, but it has originally 2x xeon l5638 in it!

With A DDR3 REG ECC ram kit(3x8GB) and a hynix 8GB RAM

 

I press the start button, and the D1 led is on(means the AUX VOLTAGE IS OK), after waiting for D4 LED(iRMC alive), I press the start button and the D3(RED BOARD CONDITION) led comes on and the cpu fan isnt spinning, only the PSU fan is going, after a few sec it turns off to the normal state again. I can access the server via service network port but cant find any useful information, I have tried with both cpus in a socket differently, only 2 or 1 ramstick, nothing worked, I have checked the pins, there arent any bent ones!

 

What could be the problem? I have no idea now.. I also tested with another PSU&CPU's without success.
