Pc not turning on

So last night I was playing some games and all the sudden my pc just shuts off so I reconnect power cables and everything else but nothing changes so I went and changed the graphics card and power supply but nothing but what I did notice there is a buzzing sound coming from my cpu and that’s a bit weird so if anyone knows how to help please do

Ah... Your cooler may have just died if you can hear a buzzing coming from it.  That's the pump either clogged or just, well, dead.  Have you had it a while?

Which way round is the radiator?  Are the pipes at the top or the bottom?  Is it mounted at the front of the case?

If they were at the bottom that could of caused a failure.  Does your pc switch on at all?
