$606 CAD. You can get under 600 by stepping down to 3200mhz RAM if you absolutely must. Alternatively, step down to a 500GB SSD and then just pick up some cheap refurbished platter HDD for storage.

Budget (including currency): 600$ cad

Country: Canada

Games, programs or workloads that it will be used for: programming

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

no peripherals needed

i just need to get it under my budget

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

I'd go with a Phanteks p400A mesh so you can get good cooling through the front panel.
Also, you can probably get away with a used CPU to save a few bucks.

That being said, you're still looking at 700. If you just need it for programming you can probably find an old Optiplex with an 8th gen i7 which will perform pretty well. Here's one for 500 ready to go and has 32GB which is super nice for those times you have 80 tabs open trying to solve that one stupid fucking bug

5950X/4090FE primary rig  |  1920X/1070Ti Unraid for dockers  |  200TB TrueNAS w/ 1:1 backup

You're unfamiliar with the concept of browser tabs?
