Windows setup error "Cannot Change Boot Configuration."

I've tried a few things and they just didnt seem to work. ive tried multiple iso files some windows 11 some windows 10 and all of them gave the same error. ive spent like the past 5 days trying to figure out what the problem is by looking at loads of places but ive found nothing.
