cpu underclocking laptop

would it be if I underclock my laptop so that I get less heat and save power if so should I use Intel tuning utility

Yes you will be able to use Intel Tuning utility on an underclocked CPU without any problems.

If you do not have overheating problems in your Laptop, changing CPU maximum to 99% will be enough. If you do not do anything heavy on your laptop, changing CPU maximum to 50% will keep it cool and make your battery last longer.

if I do use it and I crash it and it wont load into windows how would I change it back

Don't set it to apply on boot until you got stable :)

 

I used XTU on mine as it makes my CPU go to 28W (it's rated for 17W) for the sake of 100MHz on the GPU.

 

I now get much better battery life when watching movies and stuff :)

Yes it's not set to run on boot.

 

I have an i5 4200u

They're ULV (ultra low voltage) CPUS like mine, if you don't see the toggle I do there is nothing you can do.
