With CEC I can turn on or off and ajust the volume thru diferent devices, like home theater cable boxes, etc is there a way to use this functionality with a PC? Like if I connect my PC to my TV I should be able to ajust the volume of the TV and turn it on or off (since I am using 2 TVs, and not necesseraly needs both of them all the time) and stuff like that? I searched the internet, but couldn´t find anything like that, the most likely scenario was a guy running a rapsbery pi on linux, and running a buch of commands that I couldnt understand.

Something like this can work, you will need an adapter in order to get this to work since all GPUs I know of don't support CEC. Don't know if this would do everything you need it to though, at least out of the box, and you likely will need to learn how to make some sort of small program to get it to work.
