Laptops will have power configured per design. If your laptop is designed with a 300 watt power budget, a CPU can use 45 watts and the GPU can use whatever it wants left over.

No.You can't generalize.

You can have a quad core or some low power cpu with a video card that consumes up to 65-90w (ex a 2060 max-q /mobile or whatever)

 

On desktops, you can mix a 40w with a 3090 that may consume 400 watts.

 

On laptops, you can't exceed the power provided by the power adapter, which will usually be in the 90-120w. Some laptops may come with 2 power adapters, or a power adapter that can do up to 200 watts.
