Depends on what you want to do. Sure your CPU can handle a better GPU like 3070, but if your screen is 144hz and you are playing only Cs:go and league of legends, just don't bother, only upgrade if you need it, upgrading for the sake of upgrading is just not worth it, your build is solid as it is.

When my 5800x used a RTX 2080 ti it produced about the same frames as my i9 9900k that was to replace. With a RTX 3080 ti it finally pulled away.

 

Looked like this in Shadow of the Tomb Raider.

RTX 2080 ti        1080p       1440p      

i9 9900k            160fps       133fps

5800x                160fps       129fps

 

RTX 3080 ti        1080p       1440p 

i9 9900k            169fps        154fps

5800x                198fps       163fps

 

The RTX 2080 ti runs about the same as a RTX 3070.

So in some games you will not get the most out of a 5800x with a 3070. 

You would need a 3080 ti or 3090 to do that.

I was looking at a 3070 but only have a 650w power supply and apparently it will run but can sketchy

Should be fine if you don't overclock it. Worst case scenarios decent PSU's cost 90€, if you can afford a GPU for 600€ you probably can afford a psu for 90€. But again, do you really need the upgrade ?

Well what are you aiming to play? If you're only gonna play at 1080p then no, your CPU will actually be the bottleneck, if you're planning to play at 4k then yes, your CPU isn't getting most out of it.
