Drivers deciding game resolution? Please help!!

Hi everyone I have a very odd issue that I have not been able to resolve. I have a TCL 65r635 4K TV and some games will only run at 4K 60 HZ regardless of what the resolution is set to in Windows and in-game. It seems like these games only run in fullscreen mode and not windowed borderless mode. Bethesda games have the biggest problems with this although I was once able to play Fallout 4 at 1440p/120hz until Alt+tabbing out and then it switched back to 4k/60hz.. i havent been able to get back to 120hz since.

 

I prefer to game at 1440p 120 HZ, and this functions just fine in any game that supports fullscreen/windowed borderless modes. It seems this is mainly an issue with running games in windowed borderless but i never had this issue before, only on my new system.

 

I want to avoid making permanent changes to the OS / any hacky fixes. I prefer to have a clean solution if possible.

 

My PC is an MSI MoBo, Ryzen 5700X, and a Rx 6700XT.

 

**I do not have this issue with either of my older Nvidia PCs and haven't been able to resolve this with different AMD drivers. ( 4770k/980ti & 8950H/1060Max-Q)
