Youtube only 1080p

I noticed with ltt videos and now all videos on my windows pc now only play at 1080p. I don't seem to get anything above (even on confirmed 4k video https://www.youtube.com/watch?v=KgMxMohHsBw&t=7s) in chrome browser or on firefox. Any suggestions?

This thread looks helpful. It sounds like a video driver issue.

unfortunately it did not work. problem persists in firefox and I have no clue why chrome is broken.
