What cpu should i pair with my 1660

I am looking to upgrade my pc and i am looking for the best CPU to pair with the 1660 (Preferably under 350$)

I am currently running on a i5 7400 (Yes bad i know)

I am also running on 8 gb of ram but that i am upgrading to 16 gb so i dont really need help for that

 

Its also very annoying that I cant play games without stable fps (Like literally everything) but I hope you can help me

 

So basically im looking for a cpu and possibly a new motherboard to pair with my 1660

Is the RAM you have at least in dual channel? (2x4GB sticks) What speed is it?
