Mouse has weird speed drops

This fixed itself with another restart

In some games, the mouse will drop it's speed and then regain it. I found this happened in roblox and doom eternal, but there might be more. This does not happen on the desktop. It has happened in the past with overwatch running in windowed fullscreen, but both games were fullscreen.

video is weird cuz I desecrated quality to fit in ltt limits and dsidn't feel like making a higher quality version to fit in imgur limits
