Weird glass adhesion issue on monitor (pics)

That's not a protective film, it's the matte coating on your monitor that hasn't been trimmed perfectly. Don't peel if off if you like having a working monitor.

Is this normal? 

Its in the bezel so doesnt affect the image, just seems odd.

is it just the protective film companies use on some parts? if so, it should just peel off.  wasn't sure, which is why i phrased it as a question.

You could try, but I can almost guarantee they'll say no, and I'd bet even if they said yes the replacement would be the same. Some manufacturers just have slight overhangs on their matte layer.
