Other way around, CL14 is better than CL16, though that's assuming everything else is equal. CAS latency is a function of memory frequency, so 3200MHz CL16 has the same latency as 3600MHz CL18, even though the value is technically higher.

Cl = cas latency, though that isnt the only timing thats important to performance

 

Ram oc really doesnt matter and its mostly for fun, if you are not interested in ram oc be sensible and buy the cheapest 3200 cl16 or 3600 cl18, 3600 cl16 (the garbage 16-18-18 or 16-19-19) is a ripoff and any modern ic can do that with ease, even the crappy samsung c die, 3600 (16-16-16) is better cause b die but again youll only notice the benifit if you overclock, any bin other than 3200 cl16/3600 cl18 is overpriced garbage overclocked 3000/3200 ballistix (4600+ cl18) will decimate, though i have seen some cheap 32gb ripjaws v 4000 cl18 / 4400 cl19 bins being sold for ~130$ so you may be interested in those (they are decent bins of samsung b die)
