Computer restarting with CPU under high loads?

I have been having an issue with my computer restarting when my CPU is under high loads, when I try to run a stress test it just restarts. Here are the event logs

And when my computer starts up it gives me the following black screen with my computer information on for a second then gives me the windows logo and the loading icon below it as if it did not boot correctly.

 

On another issue when ever I set my computer to 144hz and enable HDR the monitor goes black for a couple seconds then the image comes back the monitor is a MSI Optix MAG281URF
