No matter what I do, it still spins.

EDIT 1: forgot to mention this happens no matter how many times I reboot.

Check Task Manager. Is any program or process using a large amount of your CPU usage or Disk IO? (Press Ctrl + Shift + Esc to open Task Manager)

Antimalware Service Executable is using the most CPU usage, but that isn't abnormal. The most disk usage is ntoskrnl.exe (which is weird)
