What should I upgrade first?

You're probably better off flipping the entire system for ~$500 and just building an entirely new one.

This will be faster in every way to your current system. the CPU upgrade wouldn't be quite as potent but still probably enough for what you're doing. 

Currently my most important specs are:

• Intel i5 6600K (not OC, so its on 3.5 ghz)

• Msi b150 gaming m3

• 16 GB of 2133 mhz ddr4

• rx 480

And now I am at the point where I can either upgrade all of the core components (cpu to ryzen 5600x, mobo to b550 aorus elite v2 and ram to ddr4 32 Gb of 3200 mhz) or GPU (from rx 480 to rx 6600 xt). I want to play games at 4k and create content (video editing at 1080p and drawing in photoshop). What should I upgrade first? Which new parts will be the most beneficial to me right now?

the motherboard and CPU are going to have to be a bundle buy to be able to use them the RAM is probably the last thing you would really have to upgrade or you can go for the GPU last. If you go with the GPU first however you will get around 100 fps on 1080p ultra but with the current cpu you lose around 25 fps. My suggestion is the mobo and CPU

Games at 4k? i suggest upgrading the GPU first.

Oh wow, that i3 is really powerful. Thanks so much for letting me know about. I will definitely follow your advice and get everything new.
