3090 Strix only running at 8x!

Important System stats.
Ryzen 5900x
Crosshair VIII Dark Hero
ROG 3090 Strix
2x Samsung 980 Pro drives in NVME RAID
 
While prepping to switch over to Water cooling I noticed that my GPU is only running at 8X. I thought it may be the riser cable so I removed the vertical mount and tried it directly to the board. Still no joy. I have also updated the bios and even tried the card in the second slot. Does anyone have any idea on what could be causing this. Both the slot and the card connector are clean and free of any debris so I don't think it could be something blocking a pin.
 
Board issues? CPU going bad? Something intentional in the design that I am missing?

Just a matter of removing it and putting it back in, while trying to balance the pressure over the length of the slot. PCIe x16 is notorious for bad contact, epecially with a big heavy card going into a motherboard inside a case.
