Experiencing difficulty when powering on my PC

If the same happens, then the issue is either the motherboard or the PSU. But test first.

Start with the 'simple' things first. A dodgy power button is a simple workaround.

Disconnect the front panel PWR, and press the MB power button (if available) or short the power on pins. If it works fine every time then the power button is faulty.

 

If it continues acting up then cheapest option to swap out 1st would be PSU.

But make sure u've checked everything else first, like re-seating all the PSU power cables in the MB and GPU, using 2 separate power leads for the GPU instead of the daisy chained single lead etc.

 

Dying PSU's can cause all sorts of problems many of which are also symptoms of other possible issues making it a PITA to pin down. I had to deal with this recently myself (system crashes). While the recommended is 750w, a system like urs in typical gaming scenarios likely hits up to 550W, so it 'should ' be ok. Its whether or not there are any spikes on start up and if the PSU is indeed dying.

Nvidia suggests a minimum of 750w PSU for the 3080

I would say your psu is the problem.
