Blacking out remaining background when playing windowed games

I am playing a game in Steam in window mode and I want the surrounding to be black to avoid distractions, what's the best way to do it?

If you have a bunch of desktop icons you can also F11 full screen a dead pixel test website (the black screen portion) and hide the taskbar. Then just ALT-TAB to the game.
