I recently watched Linus talk about the sff Dell Optiplex computers and upgrading the video card with a zotec gtx 1650 low profile card. And I’ve seen others on you tube say that since this is a 75 watt gpu that it could damage my system. The only card that’s recommended is the msi gt 1030 low profile gpu. I trust Linus but I need to know if the 1650 card would actually damage my system?

How many watts is the PSU?

A gpu shouldn't 'damage' a system but if the power supply isn't sufficient it will shut down. (assuming the power supply isn't a fire hazard in itself, most in prebuilds are not)

 

Who says a gpu would damage your system (Drop a link to the video that says this)

It's not going to "damage" your system. Either the 255W power supply will have enough power to run the system with the GPU installed, or it won't. 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

According to the Dell spec sheet for the Optiplex 7020, the SFF variant includes a 255W PSU.

 

If the i5 is the 4440, 4460, etc, and not a K variant, which is likely, then it should be fine. Those chips don't draw much power. Even if it is a 4690K, it's potentially fine, because you're not going to be able to overclock it anyway.
