Intermittent Stuttering while in games

Hey guys I’m at a complete loss here and I really need some help.

 

So I built my computer a few years ago and and the problem only started like 2years ago and I’ve tried to fix it several times but have had 0 luck. When I’m in a game it doesn’t really matter what game because it occurs in every game regardless of how hardware intensive the game is, I’ll have intermittent stuttering/ frame drops randomly and it just overall ruins my experience while in game. I’ve tried fresh installs of the games and fresh installs of windows I’ve tried everything that I can think of and I’m just lost.

Temps okay? Driver's up-to-date? How frequent are the stutters?
