I am fairly new to PC building… I have only built a couple, but this last one has been a royal pain in the ass.

Here is the setup:
BeQuiet power base 9 500w
AMD Ryzen 5600G
B550 Aorus Elite 2
16GB Crucial DDR4-3200 RAM
Samsung 980 NVMe M.2 1TB SSD
Samsung 870 QVO SATA 2.5” 2TB SSD

It started with the motherboard, I ran the bios flashback to the latest version, I was able to power on, but never managed to get an output through the Motherboard HDMI/Display-port connection. I sent the motherboard back and they advised that the flash back had not taken, so they pushed it in shop and shipped it back.

Now I am unable to power anything on, I have checked the connections and even used a voltmeter to check the PSU (I get 4v from the 12v pins, but when I test the power connector on the motherboard I get a 10v) I do see power running to the keyboard (it has RGB and they come in after a few seconds). I am now at a loss… is this an issue with the PSU or does anyone have an alternative suggestion

Please be more specific about this powering on thing no lights of movement anywhere?  Or just for a second?  Just for a second implies protection mode which says there is something very wrong and the machine is shutting down instantly in an attempt (which may have been successful) to protect valuable components

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

Life is like a bowl of chocolates: there are all these little crinkly paper cups everywhere.

Your 12V rail(s) should read ~12V. At 10V or even worse 4V the system isn't going to function correctly what-so-ever.

Is this a proprietary form factor computer? Is the PSU standard ATX?

If you're comfortable with a multi-meter make sure it has a good battery and disconnect the computer PSU from all of the components. Use the paperclip trick to make the PSU turn on (green wire to any black wire on the 20+4 pin) Now measure voltages again. If you still see 10V or even 11V try a different PSU. Also make sure when you read 4V that that wasn't the +5V rail. 4V is still bad but that would make more sense when you saw that. Sometimes if you don't make a good connection with your multi-meter leads you can get erroneous voltage readings as well.
