so when im playing games my cpu usage usely wont go above about 90-92% according to task manager but according to msi after burner game benchmark thing my cpu does git 100% usgae
i have been very confused, anything knows what might be the issue here?

heres the specs if it helps

 

CPU - Intel(R) Core(TM)2 Duo CPU E8400 @ 3.00GHz

RAM - 2x2(4GB) DDR3 one stick is on around 600mhz and the other is at around 800 mhz
 

GPU - GT710 2GB DDR3 and 8GB/s GPU memory bandwidth

Task manager doesn't show it right. With that E8400 you're probably playing games older than old (that's nearly a 15 years old CPU!).

Similar to what @191x7 said, I don't think your CPU usage is capped, it is likely more so a well known quirk of task manager to report misleading CPU utilization percentages since task's manager's CPU usage is computed off of base frequency of processor which most modern day processors usually don't run at most of the time anyway.

Try prime95 small FFT and see if utilization maxes out; IDK if cpu-z shows power draw and temps of CPU but if not download HWiNFO and monitor those two metrics while running prime95 small FFT and see whether you're being power-limited or thermal-limited or neither if that makes sense.

ok ill do that rn but for now heres the readings of gpuz, it did reach 100 but it settled down a bit after loading in

You do understand that an e8400 uncapped would be considerably slower than an entry level or even free cellphone these days correct? I don;t know what you are expecting this machine to do but even 80% usage is basically going to be 100% usage on a rig that old. With zero compatibility or optimization for that old of a cpu i'm surprised whatever you are attempting to do works at all

just playing old games like roblox and yea the cpu is old like older then me but im just trying make it do its best when in need till i get more money to get new parts
and im not expecting like 69420 fps but this set has gotten me a good 70 stable fps and sometimes it just wont and im very confused

becuase the machine is from 15 years ago and was never intended to run any form of modern os or modern software of any type and was fully expected to be thrown away a decade ago.

I'm sure you may not understand but no computer from that era should ever be expected to function correctly.15 years and 3 operating systems later. Just because it somehow is working doesn't mean it's supposed to work don't know how else I can explain that.

again , that computer in perfect working order would be several times slower than what would be considered a free or low end computer. there going to be a considerably large amount of computer that are currently free or being thrown away that are twice the speed of this machine. Why are you trying to use a machine that is older and slower than most free computers

im not saying to buy anything , im saying most people throw away computers these days that are faster , even something from socket 1366 from 2009 would be almost twice the speed. Basically , go dumpster diving and simply select a free computer thats newer than what you are currently using.

idk i cant find anyone whos doing free pc things and i can use ebay or amazon here in my country for good deals caz my country is dog water and so no one here can use those sites

According to https://hardforum.com/threads/core-2-duo-e8400-temps.1484565/, Tjmax is 100C for all non-Extreme Edition 45nm Intel CPUs so yea it doesn't matter whether or not you turned off throttling in BIOS; your E8400 will start downclocking (probably below base-clock even) to prevent itself from being cooked to death, and especially if its downclocking below its base frequency then that'd help to explain why the CPU usage in task manager is below 100% when fully stressed, as I've said before task manager's CPU usage is calculated based off of base frequency of processor.


So I suppose you could try and repaste your CPU or even upgrade to a better CPU cooler but unfortunately since a e8400 is literally like $7 these days (I checked on eBay in the U.S.) whatever you're trying to do meaningfully to the CPU to help with its performance will probably cost more than the CPU itself at this point (high-performance thermal compound easily costs in excess of $10).  TBF when @emosun mentioned dumpster diving I thought "eew that's probably not necessary" (trust me I've worked janitor at McDonalds and dumpsters at fast food restaurants are pretty gross lol) but upon actually evaluating the cost and performance of of your components you might actually be able to get a better computer than the one you currently have by literally digging through other people's garbage (as they say, one man's trash is another man's treasure).  But if you do decide to take the dumpster diving/free PC hunting route (maybe even visit the local electronics recycler if there's one nearby?), don't throw away your current graphics card just in case the free PC you end up with has a better CPU but worse graphics than your current setup, esp. if you want to continue to play the games which you're playing now.  You may never know what kind of stuff people are throwing away these days.

sadly my country isnt very good and they wont be throwing out pc compnents and there isnt a electronics shop near me eather so i cant do that eather
but soon ill just get a decint upgrade
