Framerate Drops From 60-0...HELP

Okay so I I built my brothers PC a few days ago, we are just now seeing a problem where the framerate would drop from 60 to 0, back to 60, back to 0, until we close out of the game...

 

 

I have tried re-installing JAVA multiple times.....Anyhelp would be awesome, thanks. 

 

 

EDIT: This is for any game too not just one in particular.

Try reinstalling the drivers for the graphics card, and stay away from beta drivers.

Sounds to me like vsync. Make sure it's off.

this is the error im getting  evry time I try to install the drivers, or try to install geforce experience...Note that I am running win 8.1

Hmm, usually that error message refers to a corrupt or missig file. So try redownloading the driver. 

If you have already tried that, try booting into safe mode to install the driver.
