Friend's computer constantly locks him out

Mt friend runs windows 10 home, and every time he turns on his laptop (a few times a week) it comes up with the error saying he can't use this sign in method and to wait 2 hours. We can't seem to find a way to fix this. As it is win10 home, lusrmgr doesn't work, and using net user (user) /active:yes doesn't work using an offline account made for this situation, but it didn't work.

PC: tuf b450m plus gaming, ryzen 5 3600, 1650 OC (gigabyte windforce), corsair vengeance 16gb @ 3200mhz
