Usb c doesn't output video signal most of the time

I have problems with using a HDMI monitor on my USB c dock. I know the dock works as it works on another laptop perfectly and my keyboard that is plugged into it works on my laptop. However, it doesn't output video signal. The thing is that I know it can because sometimes it outputs. For exemple, I plugged it in and it worked perfectly fine then I unplugged it and plugged it back in and it didn't work. I tried updating drivers multiple times over the past months and it didn't do anything.
