RYZEN 5 5600x

Corsair vengeance ram 16gb (two 8 GB sticks) 3200MHZ

what GPU would be good for at least 1440p and maybe some ray tracing on games.

Well, define "best". A RTX 3090 will give you a high framerate.

For about 60 FPS in something like Anno1800, I use a RTX 2070.

The RTX3060 Ti from the new generation has a bit more performance and should be good.

In my opinion the RX 6600 XT or RTX 3060 Ti and up. Just considering prices.

best as in, what the cpu and ram can run a gpu at 1440p and still have over 60fps

In 1440p, the 5600X should not bottleneck the RTX 3090, so you should get like 110 average FPS in Anno1800.

You should be able to play Doom Eternal at 130 FPS with the same graphics card...
