H100I cooler pump pulsing

H100I liquid cooler

Used but known to be good 850 watt psu

I plugged the new-to-me psu into my pc with the psu sitting on my desk not installed. Everything worked fine so I installed it into my pc but now my h100I pump just cycles on and off (see video). Like I said it worked fine with the new/used psu not in the PC. The cooler is only a year old and worked flawlessly with my old 550watt psu from the day it was new and with the new psu not installed. I don't really want to buy a new cooler and I can't get a replacement as I don't have the receipt anymore. Any ideas?
