overvolted RAM?

Motherboard voltage readings are generally not very accurate. There are a couple boards that are an exception, but for the most part it's about +- .03V from the true value. Those voltage readings from the PSU are well within margin of error as well.

 

Also, that DIMM voltage is fine. Basically no memory IC you'd find in that memory kit is voltage intolerant enough to have any meaningful difference between true 1.35v and 1.37v. In fact it's likely to make the memory mare stable than less. 

 

If you're concerned about the memory not working right, run Memtest86 for a few hours and see if it works. If it passes, it's not likely the memory at fault. If it fails, your memory isn't stable and you either need to increase memory voltage or lower the frequency/loosen the timings.

so my pc (i build it in november 2021) has had some problems the last few months (since i build it). it has been freezing then no signal and bsod. i have been trying to fix the problem, but nothing seems to help. but then i looked at the bios and saw my RAM maybe getting too much power (look at attachment). the recommended power is 1.35 v. i am using xmp profile, but without i it still didnt fix the problem. i also noticed the "+5V" being "5.070V" view attachment

the RAM i have is: g.skill ripjaws 3600mhz 2 x 8gb

It is not significant enough to call it overvolting. It is within margin of error and readouts won't be always accurate.
