CPU at high speeds while doing nothing

hello everybody! 

my first post here! (first of all, sorry for my english, this is not my 1st language)

i just bought a new Liquid CPU Cooler to replace my previous one

after the installation i turn on the computer and i notice that my CPU speed dont go below 4.2 ghz 

even if im not doin anything my cpu its always between (4.2ghz - 4.7 ghz) and my cpu runs hotter than before (nomally my gpu ran at 3.6ghz - 3.7ghz and was 29c - 33c at iddle) now its like i said 4.2ghz at least and the temps are 40-45c at iddle

i used to controll my cpu frequency with EasyTune a software from my motherboard but now its not responding to the changes or does not do anything (i know that on Easytune you can read 3600mhz but on task manager it still at 4.2ghz-4.7ghz and the temps still higher, no change whatsoever

i already try changing my poweplan to balance, and update drivers of everything so now i dont know what to do

any suggestions please?

MB: Aorus x570 pro wifi

CPU: Ryzen 9 5900x

Liquid CPU Cooler: ROG Ryujin II 360

Graphics card: Evga 3070ti

PS: Gigabyte P1000GM

Microsoft Task Manager looks like it's a false reading.

 

The screen shot with Easy Tune says the CPU 5900X 12 core processor is running precisely 3599.08 MHZ. 

 

Try other programs. I can list a few.

 

QuickCpu. (lots of settings to play with, one of few third party apps that controls core parking on the fly)

Cpu-Z. (Reads system specs and validation. *99% accurate)

HWInfo64. (Great for reading ALL system sensors including drive and system memory temps)

really? i didnt know Task manager can show you a false reading

and theres any way to make it show the correct info?

anyway thanks for the information!

Yes, Task manager is known to be wrong.

It is correct in a sense that it's displaying a single core boost frequency. 

Welcome

The processor at defaults will boost to the thermal availability. So seeing better boost clocks higher frequency more often may make it seem hotter. The only temp you should be concerned about is full load temps. 90c is your throttle limit.
