Gaming + Streaming Build. New NVENC + i3 sufficient?

Budget (including currency): $850 (Maybe more if BTC pumps haha)

Country: Pakistan

Games, programs or workloads that it will be used for: Wide Variety (Escape from Tarkov, Rocket League, Civilization 6, Dead by Daylight, CSGO, Streaming + Video editing)  

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I have made a spreadsheet cause I thought it was easier.
I have been out of gaming and PC building for a decade or more. I won't be gaming for a month or 2 anyway (Exams) so I can wait for the CPU/GPU prices to drop (*Intel 12th Gen and ARC GPUs enter*), but my local vendor is launching 3050 at $500 in 2-3 days and I wanna jump on it rn. Local prices for other GPUs have been listed to better compare. I bought an i3 10100f and I want a new NVENC GPU to handle the encoding to ease of the i3. Regardless lmk if I'm on the right path. 
TLDR: i3 10100f + used 10th Gen (1080= $500, 1070= $420) vs 3050 (launching in 2 days at $500). Suggestions?
