USB Webcam shows bluish image, no camera control software works on it.

I have this very cheap generic usb webcam, and for some reason, it auto adjusts and makes everything blue. I looked around for answers and it was white balance, so I installed some webcam controller programs, but none of them worked. The controls just didn't show up. It's like this webcam is unable to be controlled. Also, if i cover the camera for a few seconds, then open it, the video becomes normal, then slowly turns blue.
